Update status EN 1317

Prins Dokkum B.V. is represented in the CEN/TC WG1 committee. Recently a meeting was held concerning the EN 1317 standards.

The current work programme concerning EN1317 “Road Restraint Systems” comprises of 6 parts:

Part 1: Terminology and general criteria for test methods (1998)
Part 2: Performances of safety barriers (1998)
Part 3: Performances of crash cushions (2000)
Part 4: Performances of terminals and transitions (ENV 2001)
Part 5: Durability criteria and evaluation of conformity (2006)
Part 6: Pedestrian road restraint system

The CEN/TC 226 has taken several decisions in June 2007 in Oslo that are of interest.
These decisions are based upon a number of documents which have been presented to the TC226 by the WG1. As a results of the discussions in relation to Part 5 and the subsequent amendment proposals, WG1 have proposed to TC226 to follow the “CEN Enquiry” with “Formal vote” for the Parts 1,2 and 3 instead of the UAP procedure. This has been done because in the latter no technical comments can be made.

In general it is considered that - although the new revised parts may not yet be completely perfect - they still represent accurately the current level of expertise and research with respect to the credibility of the impact tests.

In short this means the following:

EN 1317-1 revision

  • Addition of a new paragraph 5.1 “Test site”
  • Decision to follow CEN- Enquiry- en formal vote-route instead of UAP.

EN 1317-2 revision

  • An reference in 5.1 to 7.1 of the EN 1317-1 rev (N838) concerning the test site
  • Decision to follow CEN- Enquiry- en formal vote-route instead of UAP

EN 1317-3 revision

  • in coherence with the revision of Parts 1 and 2, it is proposed to follow also the CEN Enquiry when revising Part 3.
  • Since the revision concern mainly editorial changes, a further revision of Part 3 is visualised in coherence with the new Part 4.

EN 1317 Part 4

  • WG1 has meanwhile identified 4 different systems:
    • Energy absorbing terminals
    • removable barrier sections
    • Transitions
    • Non energy absorbing terminals
  • it is intended for this Part to be finished in 2008

EN 1317 Part 5

  • is confirmed by CEN in 2006 and amended in 2007
  • exact official information concerning the coexistence period is expected to be become clear via publication in the Official European Journal
  • Amendment of Part 5 has meanwhile been realised:
    • addition of an example of a CE marked concrete product and addition of a normative reference for wooden guardrail
  • the honourable conveyor has proposed to add the so-called ‘Resistance to snow removal’ Clause to Part 5. This would be proposed to the TC226 as soon as possible.
  • Date of withdrawal has now been set to 2011.
  • May 2007 is the publication date of Part 5.

EN 1317 Part 6

  • The revision is focussed upon making Part 6 compatible with the new Eurocodes and the updated documents concerning the evaluation of conformity, which have both been  revised since the last TG3 meeting. A new TG3 meeting is intended for August this year.

Computational Mechanics working plan:

  • sub sequential to the resolution 216 by TC226, the ‘Computational Mechanics group’ will become a subgroup to the TG1.
  • WG 1 has proposed that a technical rapport is to be produced.

Following the law for public tendering, tenders should follow the European Norm when writing tenders. Therefore conformity to the norm is necessary. Thee interpretation of the transitional period is to be examined more closely.
 
Route:
The differences in the current versions of the normparts and the revised normparts should be carefully listed and examined. The consequences have to be clarified to the Notified Bodies.

In light of the above Prins Dokkum BV has been prepared itself for some time in order to be able to achieve CE marking when possible. Since Part 5 has not yet been officially published, Notified Bodies have not yet been appointed and CE marking is also not yet possible. We will follow the progress carefully and will act as soon as possible.
